A meeting of the Stowe Historic Preservation Commission (SHPC) was held on Wednesday, May 12, 2010 in the Akeley Memorial Building starting at approximately 5:15 pm.

Project 4203: Stowe Inn LLC, 123 Mountain Rd, Erection of fence
Andrew Fichtner was present to discuss the application. Andrew presented photographs of the existing fence that will be extended to surround the dining area patio. He said the fencing was required by the state building codes. The new fence will match the higher sections of the older fence. A site plan was presented to show the location of the new fence.
A motion was made by Ms. McKechnie to recommend approval of the fence as submitted and to classify the project as a minor modification. Motion was approved 4-0.
Project 4207: TJVT LLC, 504 Mountain Rd, Construction of new office/retail/apartment building
David Wolfgang and Kim Brown were present to discuss the application. Elevations and plans dated 5/5/10 prepared by Kim Brown were submitted. This project was reviewed under Section 10.13, New Buildings, because the Partridge Inn, which is on the same parcel, is listed as an historic building. The general consensus was that the front of the building was acceptable. Concerns were raised regarding the massing and scale of the rear and side elevations. The building is proposed to be built into a slope which will result in four stories being exposed in the rear. The height to the roof ridgeline will be approximately 53 feet. The consensus was to conduct a site walk at 5:15 on May 26, 2010.
Project 4215: Laura Misiaszek, 147 South Main Unit 2, Minor façade changes
Laura Misiaszek was present to discuss the application. Elevations dated 4/27/10 prepared by Kim Brown were reviewed. On the rear elevation a door will replace a window and a new window will be added. The Commission found that the changes will not be visible from a public road.
A motion was made by Mr. Dixon to recommend approval as submitted and to classify the project as a minor modification. Motion was approved 4-0.
Discussion Historic Awards
The consensus was to present awards to Paul Biron and Virginia Huber for their recent projects. Sam and Tom Jackman will coordinate ordering the plaques.
Discussion of Proposed SHOD Revisions and SHOD Map Amendments
The consensus was to not review any SHOD revisions until more members were present.

Project 4207: TJVT LLC, 504 Mountain Rd, Construction of new office/retail/apartment building
David Wolfgang and Kim Brown were present to discuss the application. A site walk was conducted at the start of the meeting to better understand the field conditions. Questions were raised about the steepness of the driveway and grade changes. The applicant will complete further engineering to evaluate this.
The Commission reconvened at the AkeleyMemorialBuilding at approximately 6:00 p.m. Based upon the site walk, Commission members concluded that the rear of the building will not be visible from other points due to the trees that are to remain.
Revised elevations and plans dated 5/26/10 prepared by Kim Brown were submitted. This project was reviewed under Section 10.13, New Buildings, because the Partridge Inn, which is on the same parcel, is listed as an historic building. The consensus was that the revised rear elevation was an improvement upon the previous version. Concerns were raised about other elevations. It was recommended that:
§The supporting elements for the window on the west elevation be modified
§That details for the cornice and trim be provided
§That additional trim work may be warranted
§That the front entrance transom details be provided
§That the front porch roof be modified
§That the front section be made more narrow
§That the gable might be raised.
The applicant will revised the plans and present them at the next meeting.
Preliminary Discussion Only: Kevin Chambers, 174 School Street, Various Façade Changes
Kevin Chambers previously presented plans to modify the house façade and add a driveway to accommodate a garage in the basement. Kevin said he was no longer going to pursue those renovations due to the costs. He presented new plans prepared by Sandmark Design dated 5/20/10. The new plans remove the garage, modify the left side of the front elevation and add a deck in the rear. It was recommended that details on the side porch posts be provided. It was also recommended that the rear deck be designed in compliance with the national building codes even though it is not required for a owner occupied single-family residence. No formal action was taken. The applicant will return with more detailed plans at a future meeting.
