Minutes

A special meeting of the Stowe Historic Preservation Commission (SHPC) was held on Wednesday, February 4, 2009 in the Akeley Memorial Building starting at approximately 5:30 pm.

Members Present: Sam Scofield, Chair, Tim Meehan. Cindy McKechnie, Gordon Dixon

Members Absent: Barbara Baraw and Chris Carey

Staff Present: Richard Baker, Zoning Director

Project 3950, 105 Depot Street, Owner: PPM V Partnership, Installation of Vent

Bob Petrichko presented the application. An elevation prepared by Colin Linberg was submitted showing the proposed wood louvered vent.

Mr. Meehan moved to recommend approval as submitted and to classify the project as a minor modification. The motion was approved 4-0.

Project 3684: Owner: Ampersand Properties, Amendments in Final Design of Elevator

Ken Biedermann presented the application. Rich Baker pointed out there some design changes were discovered when completing a Certificate of Occupancy inspection. Photographs of the changes were submitted. Changes were made to the entry pillars, sizes of windows replaced under the new roof, and window patterns in the elevator addition.

Mr. Dixon moved to recommend approval as submitted and to classify the project as a minor modification. The motion was approved 4-0.

Project 3350: Owner: Donald Bourgeois, Construction of Single-Family Dwelling and Two Detached Accessory Apartments, Demolish Garage

Donald Bourgeois presented the application. Elevations of the proposed buildings and a site plan were submitted. The Commission found that the buildings did not meet the requirements of Section 10.13 for new buildings in the SHOD. The consensus was the building did not fit into the context of the surrounding buildings and streetscape and that the principal façades were not compatible with the nearby structures in terms of scale, massing, and alignments. The Commission made suggestions for modifications. Bob Falker, an abutting property owner, was present and objected to the building style and location. He also stated he was concerned about the need for a culvert under the driveway. The Commission told him their jurisdiction was limited to the SHOD review. Mr. Bourgeois said that he would consider the suggestions and return with a new proposal for the Commission's review.

Approval of Minutes

Action on the 1/14/08 minutes was delayed until the next meeting.

The meeting adjourned at approximately 6:10 p.m.

Respectfully submitted, Richard Baker, Zoning Director
