A regular meeting of the Stowe Historic Preservation Commission (SHPC) was held on Wednesday, October 8, 2008 in the Akeley Memorial Building starting at approximately 5:30 pm.

Project 3882, 97 Falls Brook Lane, Owner: Eric Phaneuf, Demolition of Historic Camp
Eric Phaneuf presented the application. Mr. Phaneuf explained that he already demolish the building because he did not realize that it was listed as historic. He submitted a DRB decision for the Bryant subdivision that created his lot. The decision found that there were no known historic resources on the property. Based upon this decision, Mr. Phaneuf assumed the camp was not historic and could be demolished. He submitted a letter from Erich Finely, a northern Vermont builder, that stated, based upon an inspection, rehabilitation was not feasible. A letter from Elyse Moore dated October 3, 2008 was also submitted that stated that Ms. Moore had been offered the building, but she decided not to pursue moving it due to cost, existing mildew and mold, rodent infestation and compromised structural integrity. The Commission members examined the historic inventory records for the camp.
Mr. Carey moved to recommend approval of the demolition retroactively under criteria 10.8 (1)B. The motion was approved 7-0.
Project 3875, 706 Mountain Road, Owner: Roger & Virginia Eddy, Relocation of Historic Garage
Alison Beckwith presented the application. Ms. Beckwith explained that she was converting the historic house to an office and needed additional parking. She is requesting to relocate the historic garage to the rear of the house in order to accommodate having additional parking in the rear of the property. The Commission members examined the historic inventory records for the parcel.
Mr. Carey moved to recommend approval of the relocation under criteria 10.9(C). The motion was approved 7-0.
Project 3819, 311 Mountain Road, Owner: Garcia & Jimenez Properties LLC. Further revisions for Construction of Restaurant
Sam Scofield presented several modifications to the project that had been previously reviewed and recommended for approval. Modifications included porch changes on the Mountain Road elevation and roof changes on the entry side.
Ms. McKechnie moved to recommend approval as submitted and to classify the changes as a minor modification. The motion was approved 5-0 with Mr. Scofield and Mr. Dixon abstaining due to involvement with the project.
Approval of Minutes
The minutes of 9/24/08 were approved with one minor correction.
Discussion of Plaque Distribution
Mr. Scofield reported that he was working with Tom Jackman to coordinate preparing and mailing an awards letter and to have a presentation at the Stowe Inn on November 12th.
