
PLANNING COMMISSION TOWN OF STOWE Monday, June 2, 2008 Minutes The Stowe Planning Commission held a regular meeting on Monday, June 2, 2008, in the Banquet Room of the Akeley Memorial Building, starting at 6:00 p.m. Members Present: Lynn Altadonna, Chair Paul Percy, Vice Chair Barbara Pfitzenmayer Chuck Baraw Members Absent: Sal Vespa Jacque Shiner C. Paul Reed Staff Present: Tom Jackman, Director of Planning; Andrea McKnight, Commission Clerk Others Present: Jesse Roman, Stowe Reporter; Minutes Mr. Percy moved that the Commission minutes from the May 19, 2008 meeting be approved. Ms. Pfitzenmayer seconded. Minutes were approved unanimously. Planning Director’s Report Mr. Jackman reported on the following items: Route 100 Scenic Byway Workshop There will be a public meeting held this Wednesday—joint meeting with Waterbury—at the Commodore Inn starting at 6 p.m. There are six general categories that will be assessed, some of which could very well be incorporated into Stowe’s Town Plan. Mr. Jackman shared with the Commission that there are a number of benefits to be received from the Scenic Byway designation—additional funding possibilities, signage, transportation visitors information center, and bicycle lanes, to name a few. Village Center Committee Update Mr. Jackman reported that this committee has been meeting every week—having taken Crane’s recommendations and organized them into short term and long-term priorities. Their first tasks are being taken from the short-term lists i.e. brackets on the new streetlights with flower baskets; off premises business signs directing people down those streets (these would be pedestrian scale), etc. The Village Center Committee has requested that they be included in the input gathering on the recreation complex and in drafting of the RFP. A volunteer or volunteers will organize some events this summer (for the Village) to demonstrate that having more events in the village is viable. This would document the success of such an endeavor and give support to hiring an event planner for the Village. Recreation Brochure The Conservation Commission is working on a resource map of the town—identifying every possible recreation activity imaginable. There will be links to other publications. There has been a meeting with the Stowe Reporter--since they have the design capability. This resource map would also be available on the Town’s website. Maple Run Conservation Project This is a current conservation project that the Land Trust is working on—the Chase Property. The Stowe Land Trust would purchase the property and turn it over to the Town to incorporate into Sterling Forest. Presently there is a purchase and sales agreement for $138,000. The Stowe Land Trust received a grant from VT Housing and Conservation Board for $106,000. The remainder of the money will need to be raised. Rotary Barn The Rotary Barn Group has the opportunity to come up with a business plan and may well hire a consultant to assist with this task. VPA Award Mr. Jackman would like to submit the Stowe Vibrancy plan for consideration for this award. The Commission agreed. Planning Commission report to Selectboard on changes to zoning revisions Mr. Jackman reminded the Commission that they need to submit a letter to the Selectboard in regard to the zoning revisions. The wording suggested was as follows: “The Planning Commission has reviewed the Selectboard changes and hereby submits this report as required. Ms. Pfitzenmayer so moved and Mr. Baraw seconded. Unanimously approved. Mr. Jackman was directed by the Commission to compose the letter and forward it for signature to Mr. Altadonna and then to the Selectboard. Mr. Jackman reminded the Commission that the Selectboard will be holding its public hearing on the changes to the zoning regulations on Monday, June 23rd.
