Minutes
 

A regular meeting of the Stowe Historic Preservation Commission (SHPC) was held on Wednesday, April 9, 2008 in the AkeleyMemorialBuilding starting at approximately 5:15 p.m.

Project 3694: 1728 Stowe Hollow Road, Changes to Window and Door Configurations Applicant: Ashley and Nick Sargent

Sam Scofield presented the application. The Commission based its findings on a review of photographs and elevations prepared by Sam Scofield. The project involves the changing the window and door configurations on the north and south elevations.

The Commission found the window and door changes to be minor in nature except for the skylights. The proposed skylights will be visible from a public street and were found not to be acceptable as configured. Sam said that the skylights could be moved to the north elevation and still achieve the desired lighting inside.

Cindy moved to recommend approval with the following conditions:

1.       Any changes to the presented plans shall require review by the Stowe Historic Preservation Commission.

2.       Relocating the proposed skylights to the north elevation.

 

The motion was approved unanimously with Sam abstaining.

 

Project 3685: 383 Moscow Road, Addition of Exhaust Vent Applicant: Norman Benoit

Norman Benoit presented the application. The Commission based its findings on a review of elevations prepared by the applicant dated 4/4/08. The project involves adding an exhaust system on the rear of the building. On March 12, 2008, the Commission previously reviewed and recommended approval of other façade changes involved with this project.

The Commission found the exhaust system would not be visible from Moscow Road and had only limited visibility from Adams Mill Road.

Paul moved to recommend approval with the following conditions:

1.       Any changes to the presented plans shall require review by the Stowe Historic Preservation Commission.

The motion was approved unanimously.

 

Project 3703: 539 Moscow Road (old Moscow Store), Addition or Window and Demolition of Garage Applicant: Anderson Leveille & Brenda Convery

Anderson Leveille presented the application. The Commission based its findings on a review of photographs submitted by the applicant. The project involves the adding a window on the west elevation and demolishing the garage. The garage was added on much later than the original building construction and does not have historic or architectural significance. In addition, the applicant presented photographs that showed the garage has deteriorated to such a degree that rehabilitation and use of the building is not feasible. According to the applicant's testimony, the state building inspector has verbally recommended that the garage be demolished due to its unsafe condition. The SHPC found the criteria for demolition were satisfied.

Cindy moved to recommend approval with the following conditions:

1.       Any changes to the presented plans shall require review by the Stowe Historic Preservation Commission.

2.       The window be located directly underneath the front second floor window or be centered between the existing second floor windows.

 
The motion was approved unanimously.
 

 Project 3703: 51 Main Street, Various Façade Changes Applicant: Stowe Area Assocation

Greg Paus presented the application. The Commission based its findings on a review of elevations prepared by SRD Architects dated 3/13/08. The project involves the changing the window and door configurations south, east and west elevations and extending an entry deck on the west elevation.

A review of the plans found various changes that needed to be made including:

1.       Changing all windows to simulated divided light and modifying styles as discussed with the Commission

2.       Matching the styles for the two front doors

3.       Revising the east elevation to reflect the actual proposed construction

 

The applicant will return with revised plans on April 23, 2008.

 
Approval of 3/12/08 Minutes

Approval of the 3/12/08 and 3/26/08 minutes were postponed until the next meeting due to the lack of a quorum of members who were present at these meetings.

 
CLG Grant

Barbara discussed applying for a CLG grant to create and print a new Stowe walking tour guide. All Commission members were in favor of applying for the grant.

A regularly scheduled meeting of the Stowe Historic Preservation Commission (SHPC) was held on Wednesday, April 23, 2008 in the Akeley Memorial Building starting at approximately 5:15 p.m.

Project 3703: 51 Main Street, Various Façade Changes. Applicant: Stowe Area Association (Recessed from 4/9/08)

Greg Paus presented revised plans based upon comments received at the April 9, 2008 meeting. The Commission based its findings on a review of elevations prepared by SRD Architects last revised 4/11/08. The project involves changing the window and door configurations on the south, east and west elevations and extending an entry deck on the east elevation. The Commission found that the recommended revisions had been made to the plans. The applicant noted that some of the modifications proposed on the previous plans had been eliminated due to costs.

Ms. Innamorati moved to recommend approval as submitted. The motion was seconded by Mr. Carey and approved 4-0 with Ms. Baraw abstaining.

Project 3684: 18 Main Street (Green Mountain Inn), Minor Modification to Previously Approved Façade Change. Applicant: Ampersand Properties

Sam Scofield presented revised plans on behalf of Ken Biedermann. Mr. Scofield noted that he did not represent the applicant and was simply presenting the revised application. The Commission based its findings on review of elevations prepared by Colin Lindberg last revised 3/14/08. The project involves minor changes in the window sizes and styles and a minor modification to the entryway.

Ms. Innamorati moved to recommend approval as a minor alteration with a condition that the molding in the architraves shown on the previously approved elevations be added to the new plans. The motion was seconded by Ms. Baraw and approved 5-0.

Preliminary Review: 128 Main Street, Various Façade Changes. Applicant: ZOMAX LLC (Paul Biron)

Sam Scofield presented elevations for a preliminary discussion. The project involves replacing windows on the front elevation (including the bay windows) with simulated divided light windows and replacing various other windows on the side and rear elevations. Changes to entrances are also proposed in the rear. The Commission found that the proposed changes complied with SHOD regulations and were a significant improvement to the building. Mr. Scofield will return with a formal application at a later date.

Approval of Minutes

The minutes of 3/12/08 were approved with an amendment noting that Project 3685 was a revision of a previously submitted application and a name spelling correction. The minutes of 3/26/08 were approved with one typographical error correction and the addition of Tim Meehan as being present. The minutes of 4/9/08 were approved with one typographical error correction.

The meeting adjourned at approximately 6:50 p.m.
