
Stowe Historic Preservation Commission TOWN OF STOWE March 12, 2008 Minutes A regular meeting of the Stowe Historic Preservation Commission (SHPC) was held on Wednesday, March 12, 2008 in the AkeleyMemorialBuilding starting at approximately 5:15 p.m. Members Presents: Sam Scofield, Chair Paul Reed Barbara Baraw Chris Carey Cindy McKechnie Jean Innamorati Staff Present: Richard Baker, Zoning Director Project 3685: 383 Moscow Road, Change of Use From Pottery Studio to Store and Minor Exterior Renovations, Applicant: Norman Benoit Norman Benoit presented the application. The Commission based its findings on a review of elevations and plans submitted by the applicant dated 3/2/08. The exterior changes involve changing two windows to two doors, replacing a door with a window of the same size and style as the existing windows and widening the handicap ramp. Overall the Commission found the project to involve minor changes that do not affect the historic character of the building. Paul Reed moved to recommend approval as submitted. The motion was approved unanimously Application # 3675: 849 South Main Street, Demolish Portion of Building and Add Addition – Modification of Previous Approval to Reverse Handicap Ramp: Applicant: American Legion Post #64 Chris Cary presented the application. On February 13, 2008 the SHPC reviewed and recommended approval to remove 975 square feet of the building and add a 2080 square foot addition to the rear of the existing building. The applicant is now proposing to reverse the direction of the handicapped ramp from the original plan. Overall the Commission found that the modification was appropriate given the non-historic nature of existing building. Barbara Baraw moved to recommend approval as submitted. The motion was approved unanimously (with an abstention by Chris Carey since he represented the applicant). Approval of 2/26/08 Minutes The 2/26/08 minutes were approved as submitted. Stowe Historic Preservation Commission TOWN OF STOWE March 26, 2008 Minutes A regular meeting of the Stowe Historic Preservation Commission (SHPC) was held on Wednesday, March 26, 2008 in the AkeleyMemorialBuilding starting at approximately 5:15 p.m. Members Presents: Sam Scofield, Chair Barbara Baraw Jean Innamorati Chris Carey Staff Present: Richard Baker, Zoning Director Project 3698: 174 School Street, Make Minor Changes to Window Configuration Applicant: Kevin Chambers Kevin Chambers presented the application. The Commission based its findings on a review of photographs and elevations prepared by Sandmark Design dated 3/2/08. The project involves the adding two awning windows on both the front and rear of the house and removing one window on both sides of the house. The Commission found the window changes to be minor in nature. The applicant agreed to install new awning windows that would be two-wide, one-high, simulated divided light. The applicant testified that the existing porches, which are lacking on the submitted elevations, would not be altered or removed. The Commission recommended that any existing windows that any existing windows that will be replaced will be two-over-two, simulated divided light. Tim Meehan moved to recommend approval with the following conditions: 1. Any changes to the presented plans shall require review by the Stowe Historic Preservation Commission. 2. The new awning windows will be two-wide, one-high, simulated divided light. 3. The existing porches, which are lacking on the submitted elevations, will not be altered or removed. 4. The Commission recommends (but does not require due to lack of jurisdiction over replacement of windows using existing openings) that any existing windows that will be replaced will be two-over-two, simulated divided light. The motion was approved unanimously Kevin presented some conceptual plans for future renovations. These were reviewed and commented upon by the Commission. Project 3689: 645 South Main Street (Brackenbury House), Installation of Vent System Applicant: Dean Economou Jack Picket presented the application. The Commission based its findings on review of elevations prepared by Cushman Design dated 3/26/08. The project involves adding a ventilation exhaust system for a proposed restaurant. The Commission found that the exhaust system will be in the rear of the building and have limited visibility from Route 100. The lower portion will have trim matching the existing building. Barbara Baraw moved to recommend approval with a condition that the height of the exhaust system would be the least required under the applicable building codes. The motion was approved unanimously Review of Plaque for Awards Program Sam Scofield reviewed the final plaque design. Barbara Baraw presented her research on the appropriate dates for the plaques. Sam will proceed with ordering the plaques. Approval of 3/12/08 Minutes Approval of the 3/12/08 minutes was postponed until the next meeting due to the lack of a quorum of members who were present at the 3/12/08 meeting.
