
PLANNING COMMISION TOWN OF STOWE Monday, October 1, 2007 Minutes The Stowe Planning Commission held a regular meeting on Monday, October 1, 2007, in the Banquet Room of the Akeley Memorial Building, starting at 5:306:00 p.m. p.m. Members Present: Lynn Altadonna, Chair Paul Percy, Co-Chair Barbara Pfitzenmayer Sal Vespa Chuck Baraw C. Paul Reed Members Absent: Others Present: Tom Jackman, Director of Planning; Rich Baker, Zoning Administrator; Andrea Adams-McKnight, Zoning Assistant; Jesse Roman, Stowe Reporter; Chip Percy and Matt Percy Minutes The minutes from the September 17, 2007 meeting were approved on a motion by Barbara Pfitzenmayer and seconded by Paul Percy. Changes Requested to Minutes Line 41 Duratran not Duratram Line 45 Mountain Road Village Chuck Baraw’s absent was not mentioned Approval of minutes. All approved as corrected above. None opposed. Public Safety Letter Mr. Jackman drafted a letter from the Planning Commission to the Selectboard in support of the public safety building and it being sited on the present location. The Commission reviewed the letter, requested any reference to the Mayo Farm removed. Mr. Percy moved to approve the letter with the changes made. Chuck Baraw seconded. All approved. None opposed. Other Business Mr. Chip Percy brought a map before the Commission for better discussion regarding his request for change in the zoning area. Mr. Percy is requesting that the zoning line be moved westward—following the river and road, thus allowing him the opportunity to build affordable housing and fulfilling a specific need that the Stowe Town Plan addresses. His property is currently divided by the zoning line and he requested that the line be moved to encompass the entire piece of property that he owns on Cape Cod Road. 6:34 p.m. the Percys left the meeting, having presented their request and answered questions from the Commission. Discussion continued among the Commission members and it was the unanimous decision of those present that the town is best served by leaving the boundary where it is. Mr. Altadonna asked Mr. Jackman to call Mr. Percy and tell him the decision of the Commission. Zoning Regulations Mr. Jackman presented the input from the public hearing on the Zoning Regulations to the Commission, asking them to decided if they wanted to incorporate the input suggestions or not. Page 2-4, K. Leave K the way it is written. Page 2-4, L. Temp structures – tents – no need for permit on residential properties. Page 2-8, 23B. Permit expiration extended to three years and five years for DRB. Renewal eliminated. Certificate of Occupancy – home business/occupation – exempt Section III Page 3-12, B. Change wording to…Decks and porches with or without roofs can be extended beyond the 50% limit. Top of Bank. State language up front in (1) and the remaining language delineated below the state regs. Page 4-10, Pond Construction Requiring certification from an engineer – delete this entirely. Page 4-10 B - typo Table 6.1 Table 6.1 permitted and conditional uses – 2nd page under restaurant – upper mountain road… Allow restaurants as a conditional use in upper mountain road. Meadowland Overlay District Present protection may not be sufficient enough to keep them. Specific reference was made to the Downer Farm and the impact that the loss of that meadow would have on the character of the town. Section 9 RHOD Exempt from review C. Page 9-1 2C Add: Because the proposed development shall be blocked from view from existing structures. Add: ponds and pools that require no site clearing. Mr. Altadonna directed Mr. Baker to craft some language regarding Section B – changes to existing residential structures and present to the Commission at the next meeting for consideration. Section B. Mr. Altadonna wanted more specific language.
