
Stowe Historic Preservation Commission TOWN OF STOWE March 14, 2007 Minutes A regular meeting of the Stowe Historic Preservation Commission was held on Wednesday, March 14, 2007 in the Akeley Memorial Building starting at approximately 5:15 p.m. Members Presents: Sam Scofield, Chair Barbara Baraw Jean Innamorati Cindy McKechnie Tim Meehan Others Present: Rich Baker, Zoning Administrator; Jennifer Hezel, Zoning Assistant; Ken Biederman; Paul Reed; Don Bourgeois; Joseph Bourgeois; Jed Lipsky; Heather Palmer; Darrow Mansfield Application # 3350: 266 Maple Street, Applicant: Don Bourgeois/John Bourgeois Joseph Bourgeois presented drawings to build a single-family residence and plans to relocate one of the structures at 266 Maple Street. SHPC members suggested several revisions take place prior to their making a recommendation to the DRB with regard to this application. These suggestions included changing the façade and height of a retaining wall to address issues concerned with Section 17.11.3 New Buildings in the Overlay District. Additionally, it was suggested more detail be provided with regard to topography, building height, and relationship to other buildings on the lot. A cross section from Maple Avenue was recommended. Application # 3322: 18 Main Street (Green Mountain Inn), Applicant: Ken Biederman Mr. Biederman presented plans dated 2/01/2007 to alter the exterior of the structured referred to and known as the Green Mountain Inn Maintenance Shop. Alterations included changing the color of the building from yellow to red, replacing an overhead door with double doors, adding a shed roof, changing a door into a window. Mr. Meehan moved in favor of the alterations. Ms. Baraw seconded the motion. SHPC Members voted unanimously in favor of the proposed changes. Application # 3323: 18 Main Street (Behind Green Mountain Inn), Applicant: Ken Biederman Mr. Biederman presented plans dates 2/13/2007 to alter the façade of the Green Mountain Inn. Mr. Biederman presented plans to add an unheated addition above an existing walkway, to add a hood to the roof of the building and adding a vent system along the side of the building to address concerns with fire safety standards as it pertains to the cooking facilities within the Inn. The plans included a ‘faux’ railing that would be flush with the exterior walls of the building in an attempt blend the alteration. Mr. Biederman also proposed to add barn sash windows to blend the alteration and remain with the character of the building. Ms. McKechnie moved in favor of the alterations. Mr. Meehan seconded the motion. The SHPC voted unanimously in favor of the alterations. Pre-application meeting: 277 South Main Street, Applicant: Richard Hullfish Mr. Hullfish presented his intention to present an application to the DRB to re-construct a duplex at 277 South Main Street. Additionally, Mr. Hullfish requested feedback about his interest to tear down an existing shed, to raise the windows on the front of the building and to eventually replace the current siding with clapboard or with vinyl siding that would replicate clapboard. The SHPC suggested they would make a recommendation on this application if Mr. Hullfish were to return with elevations based upon the information presented at this evening’s meeting. Application #3347: 123 Mountain Road (Stowe Inn), Applicant: Jed Lipsky Mr. Lipsky presented drawings dated 3/7/2007 to construct a porch at 123 Mountain Road. These plans included a porch with a rounded roof and a paneled railing. The SHPC suggested Mr. Lipsky come back with modifications of the plans to include the height of the paneling be shortened, demonstrations of the porch railing with and without panels, and a possible porch design with corners. Application #3309: 998 South Main Street, Applicant: Darrow Mansfield/Heather Palmer Mr. Mansfield presented two sets of different plans. Plans dated 3/11/2007 and plans dated 9/12/2006. The plans dated 3/11/2007 excluded original details of the plans dated 9/12/2006. As a result, the SHPC suggested Mr. Mansfield return with plans similar to the initial plans presented. Stowe Historic Preservation Commission TOWN OF STOWE March 28, 2007 Minutes A regular meeting of the Stowe Historic Preservation Commission was held on Wednesday, March 28, 2007 in the Akeley Memorial Building starting at approximately 5:15 p.m. Members Presents: Sam Scofield, Chair Barbara Baraw Jean Innamorati Cindy McKechnie Tim Meehan Chris Carey Others Present: Rich Baker, Zoning Administrator; Jennifer Hezel, Zoning Assistant; Jed Lipsky; Heather Palmer; Darrow Mansfield; Pat Pendrack; Joe Beres Application #3347: 123 Mountain Road (Stowe Inn), Applicant: Jed Lipsky Mr. Lipsky presented drawings dated 3/28/2007 to construct a porch at 123 Mountain Road. The plans included a porch roofline with a barrel vault centered over a door with steps that would provide access from the interior of the building to the porch as well as access from the interior of the building to the grounds. The plans also provided detailed information about the height and depth of the porch with a rounded roof and a paneled railing. The SHPC suggested Mr. Lipsky come back with modifications of the plans to include elevations of the porch in the context of the remaining building to determine continuity as it applies to existing windows and existing rooflines. Application #3309: 998 South Main Street, Applicant: Darrow Mansfield/Heather Palmer Mr. Mansfield presented two sets of different plans. Plans dated 11/25/2006 and plans dated 3/23/2007. The SHPC plans suggested several modifications of the plans dated 3/23/2007 be included prior to a DRB meeting. First, it was suggested plans presented to the DRB contain more detail of what type of trim would be placed over the second floor windows. Also, it was suggested corner board detailing on the left side elevation of the main gable should reach the bottom of the building as it is presented on the right side elevation. Mr. Carey made a motion to approve the plans to show that the corner board detailing on the left side of the main gable is identical to the detailing on the right side. Mr. Meehan seconded. SHPC voted unanimously in favor of the plans as presented under the conditions that the modifications were addressed prior to the DRB meeting. Application # 3362: 717 Maple Street (Brass Lantern Inn), Applicant: Joe Beres and Pat Pendrack Mr. Pendrack presented plans to construct a 30 x 30 ft. maintenance building/garage. The plans presented a smaller reproduction of the opposite end of the building with a similar roof pitch. The plans included one large door and one door to provide access into the interior of the building. Mr. Scofield suggested Mr. Pendrack return with plans that provided more details with regard to trim. Mr. Scofield also suggested the door to provide access into the interior of the building be placed on the side of the building.
