
PLANNING COMMISSION TOWN OF STOWE November 6, 2006 Minutes The Stowe Planning Commission held a regular meeting on Monday, November 6, 2006, in the Banquet Room of the Akeley Memorial Building, starting at 5:30 p.m. Members present: Paul Percy, Chair Absent: Lynn Altadonna Marie Duquette Chuck Baraw Bob Evans Scott Noble Barbara Pfitzenmayer Others present: Tom Jackman, Director of Planning; Amanda Riesmeyer, Administrative Secretary Minutes The minutes of the October 16, 2006, regular meeting were approved on a motion by Ms. Pfitzenmayer, seconded by Mr. Evans. Planning Director’s Report Local Option Tax: Mr. Jackman reported that the Local Option Tax Advisory Council met and he passed out a copy of potential projects along with estimated costs for commission members to review. Funds available for FY08 from the LOT are estimated at $492,000. Most of the projects listed come out of the Capital Plan. Mr. Jackman said that it was the consensus of the advisory council that the projects benefit both visitors as well as residents. Members discussed briefly the various projects. Mr. Jackman stated that at the next LOT meeting on November 16, the council will prioritize the project list which will eventually be presented to the Selectboard. Ancient Roads Grant Application: Mr. Jackman submitted an Ancient Roads grant application for an amount up to $5,000 for the purpose of researching and mapping town highways, trails, and “unidentified corridors” commonly referred to as “ancient roads”. An unidentified corridor is a properly laid out town highway that does not appear on the town highway map as of July 1, 2009, is not otherwise “clearly observable by physical evidence of its use as a highway or trail,” and is not a legal trail. The town has until July 1, 2009, to add ancient highways onto their town highway maps in order to retain those roads as town highways. The Selectboard will make the decision on whether to keep the roads or not. Moscow National Register nomination: There will be a public meeting this Wednesday, November 8, to discuss the nomination of the village of Moscow for listing on the National Register of Historic Places. Town Administrator: Interim Town Administrator, Sonia Alexander, will begin work on Monday, November 13. The recruitment process for this position will be a two to four month process through the Vermont League of Cities and Towns.
