
PLANNING COMMISSION TOWN OF STOWE June 26, 2006 Minutes The Stowe Planning Commission held a special meeting on Monday, June 26, 2006, in the Town Administrator’s office of the Akeley Memorial Building, starting at 5:30 p.m. Members present: Lynn Altadonna, Chair Absent: Barbara Pfitzenmayer Chuck Baraw Marie Duquette Bob Evans Scott Noble Paul Percy Others present: Tom Jackman, Director of Planning; Amanda Riesmeyer, Administrative Secretary Minutes The minutes of the June 5, 2006, meeting were approved with minor changes on a motion by Mr. Noble, seconded by Ms. Duquette. Planning Director’s Report Mr. Jackman reported that the newly formed sign committee met today whose members are Mr. Jackman, Mr. Evans, Mr. Noble, Mr. Baraw, Mr. Norden and Ms. Rochon. Their intent is to create design guidelines for signs, streetscape, and lighting on Mountain Road. The committee will meet again on July 12 and come up with a recommendation list to present to the PC. Mr. Altadonna requested that the list include what was discarded as well as their recommendations. Revisions to the Stowe Zoning Regulations: Table 6.1. Permitted and Conditional Uses Mr. Jackman handed out to PC members a table of Permitted and Conditional uses for PC members to review. The following changes were agreed upon: - Change Agriculture to Agriculture/Farming
- Change Automobile Car Wash to Car Wash.
- Create a heading titled Automobile listing under it: Car Wash, Automobile Sales and Vehicle Repair and Service Facility. Mr. Jackman will come up with a definition of accessory use to include in Vehicle Repair and Service Facility with a limit of 9 cars.
- Allow Car Wash and Automobile Sales in WBCSD district as well as HT, MRV/MRC and LVC/MC districts.
- Remove Billiard Parlor (covered in Recreation Facility, Indoor)
- Change the definition of Bed & Breakfast from single family to dwelling unit.
- Eliminate Rooming House.
- Bed & Breakfast: five rooms or less is a permitted use; over five rooms a conditional use.
- Boarding House: three people or less a permitted use; over three people a conditional use. Meals are permitted.
- Eliminate Boarding Stable and Riding Stable. These are state regulated by the Department of Agriculture.
- Eliminate Bowling Alley (covered under Recreation Facility, Indoor).
- A definition for cemetery is needed.
- Conference Center, Convention Facility and Cultural & Art Center allow in zones VR, VC, and LVC/MC as well as in HT, MRV/MRC and WBCSD districts.
