A regular meeting of the Stowe Historic Preservation Commission (SHPC) was held on Wednesday, June 13, 2007 in the Akeley Memorial Building starting at approximately 5:15 p.m.

Application #3351: 435 Moscow Road, Applicant: Mansfield Ventures
 
Mr. Mansfield presented for the applicants with regard to the renovation of a historic building in the Moscow area. He presented plans dated 3/01/2007 and pictures dated 4/26/2007. The plans presented elevations for renovations to the following buildings: bunker, connector, and a new building. Mr. Mansfield said the ‘bunker’ would be the first building worked on. The bunker’s floor elevation will match the existing building that is considerably lower than the Moscow Road elevation. The bunker’s roof will match the parking lot and will be covered with gravel. The siding for the bunker and connector will match the existing facility’s vinyl-clap board style siding. A 60’ x 100’ metal-sided building will be constructed as an addition to the existing building. The exterior will include windows and ribbed siding. The final selection of metal siding and windows was not submitted.  Mr. Meehan moved that the SHPC review and make a recommendation regarding exterior materials selected for the 110’ x 60’ addition before a zoning permit be issued. Motion was seconded by Ms. Baraw and passed unanimously.
 
Application #3438: 91 Main Street, Applicant: Gristmill Builders
 
Mr. Lachtrupp presented elevations with regard to renovations to a historic building. The plans were found to be incomplete. The following updates were recommended regarding the application:
§         Provide new pictures of existing front elevation
§         Windows should have 2 over 2 pattern (vs. 4 over 4)
§         No stone veneer – parged concrete OK
§         Specify window trim and shutters with detail drawing
§         Specify all exterior lighting
§         West Elevation
-         Show all existing conditions (windows & doors)
-         Show side of entry stairs/railing
§         East Elevation needed
§         Street Elevation 
-         Show detail on upper part of center section between gables
-         Leave off four shutters on second floor of middle section
-         Put dimension on mid point of dormer roof
-         Show smaller returns on dormers
-         Funeral parlor entry – needs handrails, in wood vs. stone
-         Show awnings if there are any
-         Show accurate dimensions on plate glass windows & panels
-         Window & door placement should be as symmetrical as                                     possible if it fits future plans
 
Pre-Application Meeting: 327 Maple Street, Applicant: Dianne Percy
 
Mrs. Percy requested a replacement of a garage door and asked for feedback considering the door cannot be matched exactly because the original door is historic and no longer manufactured. The SHPC suggested that since the door cannot be replaced and the cost of the replication for a custom door was very costly, then Mrs. Percy should attempt to make as close to a match as possible.
 
Application #3433: 504 Mountain Road, Applicant: Sam Scofield
 
Mr. Scofield presented plans for the Partridge Inn’s replacement for new doors that would be visible on Mountain Road. Three options were presented. Mr. Carey made a motion to recommend approval of elevation “Option C” (door with a window). Motion was seconded by Mr. Reed and passed unanimously.
 
Application #3465: 368 Covered Bridge Road, Applicant: Sam Scofield
 
Mr. Scofield presented plans dated 03/01/2007 to:
§         Make various changes to window sizes
§         Add new windows
§         Add new doors
§         Make various changes to the roof
§         Add new shed roofs
§         Add a porch
§         Extend the kitchen 3 feet
§         Remove a chimney
Mr. Carey moved the plans be recommended as presented.  Motion was seconded by Ms. McKechnie and passed unanimously.

456 Moscow Mill Road, Request for a Recommendation to Remove House from Historic Site Survey and as a Contributing Building in the Proposed Moscow Village Historic District
 
Donna Adams explained that she would like to remove her house from the Historic Site Survey and as a proposed contributing building in the proposed Moscow Village Historic District. Ms. Adams explained she felt that the approval process was burdensome and also had concerns that a future buyer would not be able to demolish the house in order to construct a larger home that would be similar in size to other homes currently being built.
 
Correspondence from Sue Jamele, National Register Specialist for Vermont, was submitted. It stated that "changing it to noncontributing will not happen unless that is recommended by the Stowe Historic Preservation Commission as they conduct their review of the nomination."
 
The Commission discussed this issue at length. Discussions included:
§         Whether the building itself had historic significance
§         The economic ramifications to the owner due to the classification
§         The ramifications whether this set precedence for removal of other historic buildings from the survey list
§         The process involved in creating the survey list and proposed historic district
 
Mr. Meehan recommended that the building be recommended for removal from the list and as a contributing building. Mr. Carey stated he felt the building was not historically significant, but wanted to further consider the other ramifications of such a recommendation. Ms. Innamorati, Ms. McKechnie, and Ms. Baraw all wanted to further consider the further ramifications.
 
A motion was made by Ms. McKechnie to table this item until the September 26, 2007 meeting in order for further discussion and research.
The motion was approved unanimously
 
Application #3563: 344 Mountain Road, Request to Not Require Muntins Applicant: Roy and Patricia Schwarz
On October 5, 1999, the Development Review Board required, as a condition of approval, that the applicant install muntins into a bow window that was part of a façade renovation. The approval pre-dates enactment of the SHOD guidelines and review. The "snap-in" muntins were installed and later were broken. The applicant is requesting that the condition for muntins to be removed. The Board found that the bow window itself is not in keeping with the guidelines and would not likely be approved if reviewed under the current guidelines. Given that the bow window itself is not in compliance, the use of muntins was not found by the SHPC to contribute or be significant towards the preservation of window patterns. In addition, it was found that the muntin requirement is in direct conflict with the guidelines which discourage snap-in muntins
 
A motion was made by Mr. Carey to recommend approval of the request to remove the condition that snap in muntins be required.
 
The motion was approved unanimously.
 
Requirement for Elevations
Mr. Baker reviewed a proposed elevation for a porch addition in the rear of a house and asked if enough detail was provided. The consensus of the Commission was complete elevations are needed for all elevations that will change. Mr. Baker stated he would continue to tell applicants that complete elevations are required regardless of the project size or location.
 
Discussion of Fire Hall Design
Mr. Reed discussed concerns that the proposed public safety building for the village area receive design review. Mr. Reed further stated that the Planning Commission had sent a memo to the Select Board recommending that the project be located within the village area. Mr. Baker explained that town projects were legally exempt from design review although that did not mean that the Select Board could not request an informal review. There was a consensus that such a town project should be reviewed by the SHPC and that the Town should follow the design guidelines for new construction. Ms. Baraw offered to work with Mr. Scofield to draft a memo to the Select Board recommending that any design be reviewed by the SHPC before final plans are prepared.
 
Minutes
A motion was made to approve the minutes of 8/22/07 with one minor modification. The motion was approved unanimously with Mr. Meehan abstaining.

Application #3620: 394 Maple Street, Modification of Renovations Proposed Under Project 3539, Applicant: Randy and Shawn Sweeney
Shawn Sweeny presented the plans. The applicant revised the application to include leaving in the bay window and to not change any window sizes. The only proposed modification was changing a solid panel to railing on the porch.
 
Mr. Carey moved to recommend approval of the railing as a maintenance item under 17.4 (b). The motion was approved unanimously.
 
Preliminary Review: 77 Park Street, Proposed Addition Applicant: Christine Colangeli
Christine Colangeli discussed the concept of constructing an addition in order to add an additional house unit. The Commission provided some general insight regarding the addition. The applicant will return with a formal appication at a later date.
 
Application #3509: 618 South Main Street, Minor Modification of Previously Approved Plan Applicant: Stoware Commons LLC
Steve Berson presented plans to add a small roof over the upper portion of the stairway that was previously reviewed by the Commission and approved by the DRB.
 
Mr. Carey moved to recommend approval of the roof modification as a minor alteration to the previously approved plan. The motion was approved unanimously.
 
Project #: 3503: 177 South Main St, Renovation of Front Porch, Applicant: David Sullivan
David Sullivan presented plans to modify the proposed front entryway that was previously reviewed by the Commission and approved by the DRB. The proposed opening size of the door and windows will not be modified. The applicant submitted drawings of the proposed change.
 
Ms. Innamorati moved to recommend approval of the modified entry way as a minor alteration to the previously approved plan. The motion was approved unanimously.

Application # 3634: Thomas Lane, Lot #19, Construct Single-Family Dwelling Applicant: Ampersand Properties, LLC
Ken Biederman presented plans for construction of a new single-family dwelling on Lot #19 on Thomas Lane. The house is a similar style to other homes in this area. Tim Meehan questioned if this was within the SHOD. Rich Baker said it showed on the GIS mapping as being within the district, but that he would confirm that with Tom Jackman.
 
Chris Carey moved to recommend approval as submitted.
The motion was approved unanimously.
 
Preliminary Review: 1940 Mountain Road, Possible Renovation of an Historic Ranch-Style House Applicant: Mila and Graham Lonetto
Mila Lonetto presented photographs of the ranch house they were planning to purchase. The DRB has approved converting the house to a retail use with parking in the rear. Discussions took place about additions to the front of the building, adding a second floor, and demolishing the house. The Commission took no official action, but did present individual views about the various possible changes. Several members indicated that they would not object to demolition.
 
The applicant will continue work on her plans and return at a later date with a set of elevations and a formal application.
 
Preliminary Review: 456 Moscow Road, Possible Demolition of an Historic Ranch-Style House Applicant: Donna Adams
Donna Adams discussed plans for a possible demolition of her house at a future date. The Commission took no official action, but did present individual views about the demolition. Several members indicated that they would not object to demolition. Rich Baker explained to the applicant that the DRB could extend the expiration of their approvals, but that she would need to request an expiration beyond the normal two-year period.
 
The applicant will return at a later date with a formal application.
Preliminary Review: 291 Adams Mill Road, Possible Renovation of an Historic Building Applicant: Moscow Group LLC
Peter Riley presented preliminary elevations for a possible rehabilitation of the workers house at the Adams Mill site. One window was proposed to be changed to match the other existing windows and one new window was proposed. It was determined that the only change requiring design review was adding a new window. The Commission took no official action, but did present individual views about the various possible changes. No members raised any objections to the proposed changes as presented.
 
The applicant will continue work on his plans and return at a later date with a set of elevations and a formal application.
 
Proposed Awards Program
The Commission discussed a possible awards program. Rich Baker provided a list of historic projects that have been reviewed by the Commission. Discussion occurred regarding:
§         The purpose of the program
§         How to recognize historic properties that have been kept up, but did not involve projects requiring design review
§         Whether there should be categories of awards
§         Whether public nominations should be pursued
§         Whether there should be plaques or similar types of recognitions
§         How to administer the program
 
The consensus of the Commission was to review the project list before the next meeting and to come prepared with thoughts on how to implement an awards program.
 
No action was taken regarding the 10/24/07 minutes.

Application #3502: 55 Mountain Road, Addition of Decks; Applicants: Stephen Fishman and Susan Bayer
Stephen Fishman presented an application for the construction of two new decks, a new stairway, and renovation of existing decks. He had previously met with the commission for a preliminary discussion. Mr. Fishman supplied drawings of the north and west elevations, where the work is proposed, and plans of the first and second floors.
The decks, stairs, and posts will be constructed of wood, painted, with wire cable railings. New shed roofs above the decks will have metal siding.
Commission members found the proposed changes to be appropriate to the building and its setting, however, they requested Mr. Fishman to return at a later meeting with a drawing of the building’s south elevation, to see how the proposed new stairway will appear from that side. In addition, they requested that the solid wood panels below the decks, shown on the drawings, be removed. They suggested that additional bracing be placed on the posts below the decks to match the diagonal bracing shown above the decks. The new drawings also should show more accurately how the stairs on the northwest corner will connect to the first floor deck on the north elevation, and how the deck on the west side of the second floor will connect to the existing door.
 
 
Discussion
Commission members discussed the proposed preservation awards. Several properties were nominated for awards, but the commission will wait until their next meeting to make final decisions. The preliminary categories are: excellence in new construction or addition to a commercial property, excellence in new construction or addition to a residential property, excellence for work preserving an historic building or ensemble of historic buildings, and a stewardship award for excellence in the maintenance of a historic building. The commission also discussed the possibility of awarding additional ‘honorable mentions.’
The Commission will try to make the awards decision before the end of the year in order to    
include them in its Annual Report to the town. This first set of awards will include all 
preservation work completed before the end of 2007. Subsequent awards will be given
yearly or every two years.

Application # 3658: 330 Adams Mill, Modification of an Historic House, Applicants: Erik Lande and Mark Coy
Erik Lande presented plans for further modifications of the historic duplex. The Commission and DRB have already approved various modifications to the building. The revisions were indicated on elevations prepared by Kim Brown and revised 12/7/07. Modifications included addition and relocation of windows, minor changes to the roof gables, and minor changes to the porch design. All improvements were found to be in conformance with the guidelines.
Jean Innamorati moved to recommend approval as submitted.
The motion was approved unanimously. (with Cindy McKechnie not present)
 
Application #3655: 600 South Main Street, Addition of windows and door, Applicants: Donald and Wendelyn Duquette
Chris Carey and Don Duquette presented an application for removing a rear stairway and replacing it with a covered stairway. In addition, three windows will be enlarged and a door will be added. Vinyl siding will be removed to expose existing wood clapboards that will be restored. The Commission based its findings on review of elevations entitled "600 South Main Street" prepared by Christian Carey and last dated 12/12/07. Windows will be replaced throughout the building with two over two Pella Architect Series. The stairway portion of the project will be on the backside of the building and will not be visible from Route 100.
 
Barbara Baraw moved to recommend approval as submitted.
The motion was approved unanimously (with Chris Carey abstaining due to a conflict of interest).
 
Application #3502: 55 Mountain Road, Addition of Decks; Applicants: Stephen Fishman and Susan Bayer

However, they requested Mr. Fishman return with a drawing of the building’s south elevation, to see how the proposed new stairway will appear from that side. In addition, the Commission requested that the solid wood panels below the decks, shown on the drawings, be removed. They also suggested that additional bracing be placed on the posts below the decks to match the diagonal bracing shown above the decks. Mr. Fishman returned to this meeting with the required modifications and additional elevation.
 
Cindy McKechnie moved to recommend approval as submitted.

Discussion continued regarding the proposed awards program. After a considerable exchange of ideas, the consensus was tentatively reached to have the following categories:
§         Recognition of Stewardship
§         Recognition of Historic Commercial Development
§         Recognition of Addition to Historic Properties
§         Recognition of Preservation of a Residential Property

Future Meetings
The 12/26/07 meeting was cancelled. The 1/9/08 meeting will include a discussion with Tom Jackman regarding village lighting and the Moscow Historic District nomination.

Application # 3661: 80 River Road, Exterior Modifications and Expansion of Duplex, Applicants: 80 River Road Properties LLC
Steve Sisler presented plans for modifications of a duplex at 80 River Road. The Commission based its findings on a review of photographs and elevations prepared by Steve Sisler. The project involves the following exterior design changes to 80 River Road:
§         Changing a door to a window on the east elevation
§         Changing a window to a door on the west elevation
§         Moving a door on the north elevation
§         Adding three windows on the south elevation
§         Adding a 12' x 8' wood deck at grade level to the rear of the building
Overall the Commission found the changes to be minor in nature. Barbara Baraw moved to recommend approval as submitted.
The motion was approved unanimously.
 
Application # 3662: 95 School Street, Appeal by Rose Marie Matulionis of Certificate of Occupancy, Applicant: Rose Marie Matulionis
Richard Baker explained the appeal. The appeal involves two issues: a new survey done by Ms. Matulionis which would change the property line and a change in the deck design from what was approved by the DRB. The Commission has no jurisdiction over the issue of the new survey. The Bredes added angled supports under deck that were not on the plan. Mr. Baker issued the Certificate of Occupancy even though the supports were not shown on the plan. The Commission discussed if supports would have been approved if shown on the plans. Mr. Scofield commented that he thought supports had been discussed. Mr. Meehan commented that he would rather of seen the supports connect to the bottom of the deck closer to the building. Some other members thought the supports would be acceptable. Mr. Baker explained he did not require a formal recommendation but simply wanted to report to the DRB the various views of Commission members. The Bredes would need to re-apply for a revised approval if the DRB declares the Certificate of Occupancy invalid.
 
Preliminary Review: 174 School Street, Façade Renovation and Reconstruction of Portion of Single-Family Dwelling, Applicant: KC Chambers
KC Chambers explained the proposed changes. The Commission based its review upon existing photographs and renderings prepared by Sandmark Design dated 1/2008. The project involves the following design changes to 174 School Street:
§         Removing a garage and flat-roof section of house
§         Adding a large addition with a basement garage
§         Adding a shed dormer to the front of the house
§         Removing the vinyl siding and restoring or replacing wood clapboards
§         Replacing windows
 
The Commission commented that the renderings were not detailed enough to provide a detailed review. Member comments included:
§         The addition may be too large compared to the existing house.
§         The addition, if large, may be better designed as a "barn style".
§         The shed dormers are inappropriate for the front of the house.
§         The designer should be careful not to apply styles from Cape Cod.
§         The designer should visit Stowe to better understand local styles.
The applicant will discuss the comments with his designer and will return with a formal application if he decides to pursue the project.
 
Review of Main Street Lighting
 
Ed Pearson and Justin Rabidoux presented options for streetlights on Main Street. The Commission agreed on the following recommendations:
  1. The poles should be non-fluted, style #DE-6, in the color of Metalic Bronze (BRM) and should be 12’ in height as opposed to 14’.
  2. The light fixture should be the globe style (Williamsburg)
  3. The pole at the intersection of Rte. 100 and Rte. 108 should have a single fixture with a higher wattage bulb as opposed to a double fixture in order to meet the lighting standards for an intersection.
Mr. Carey likes black.
 
Moscow Historic District
 
Mr. Jackman updated the Commission on the status of the nomination of MoscowVillage to the National Register. Three property owners objected to the nomination, one quiet strongly. Mr. Jackman will refer the nomination to the Selectboard for their review and have them decide whether to proceed with it.

Advisory Review: 312 South Main Street, New PublicSafetyBuilding, Applicant: Twon of Stowe
Rich Baker explained that this was an advisory review requested by staff and that, according to state statutes, no design review is required for municipal buildings. Justin Rabidoux and Ken Libby presented conceptual schematics of the proposed building. They explained that limited time had been devoted to external design since the project remains unfunded and that most of the efforts have been devoted to selecting a site location and an analysis of space needs.
 
The Commission found that the overall massing and design of the building was inappropriate for the historic district. They recognized the difficulty of designing a large building that would be appropriate for the site. They provided some general recommendations, but said that the architect needed to spend more design time on the building before the Commission can provide specific comments.
 
Approval Minutes
The minutes of 12/12/07 were approved as submitted (with an abstention by Tim Meehan). The minutes of 1/9/08 were approved with one minor editorial comment (with an abstention by Jean Innamorati)
 
Proposed Awards Program
Discussion continued regarding the proposed awards program. The following buildings were recommended for consideration for the categories agreed upon at the 12/12/07 meeting:
§         Recognition of Stewardship – Intersection of Route 100 and Route 108 (including Carlson building, McKechnie building, Green Mountain Inn, Maplefields, and VermontSkiMuseum)
§         Recognition of Historic Commercial Development – Mansfield Ventures Buildings
§         Recognition of Addition to Historic Properties – Sleeper House and Stowe Inn Porch
§         Recognition of Preservation of a Residential Property – Wendy Valliere (237 Maple Street)
 
An award and plaque will be provided for each building. Sam Scofield will present a proposed plaque design at the next SHPC meeting.
